1. which of the dates is important?
2. Is the mail from CIC the PER?

Your application was actually received in CIC on the 22nd January,2014(check the day your courier delivered it,it will be the same)....this is your lock-in date.
The date of the mail is just the date you received your PER's email notification about the day your payment was cashed.
1.22nd January,2014 is your lock-in date....most important.
2.The mail is PER's email.
