My passport will expire by mid next year and all things being equal and by the special grace of God,accra might issue our visas this year.I learnt that you cannot renew until it is remaining 6 months to expire.I will like have my landed date expiration later than the passport expiration but will likely not want to move around that period.Can it be renewed before visa issuance even if it is more than 6 months?

It can only be renewed when it's expiry is around the 6months period or below but there were rare occasions where you can renew around 7months if there's a certain excuse or good explanation for it otherwise, you'd have to send it like that...

Do I have to inform Accra that I have renewed my passport? I really want to know because my passport number and my place of issue has changed. I will appreciate a quick response please.

You can either inform them or not. In my case, I sent a scanned copy of the renewed passport to them via e-mail and it was uploaded on my file.

I suggest that you "initially" go to where you have "Trusted" friends and/or Family and avoid landing in the Winter .

In avoidance of doubt, I called CHC, Accra this morning to enquire about this. I have just renewed mine & I have been previously advised by a member on this forum that it doesn't matter to inform Accra.

The response I received from the lady who picked the call is that I should inform CHC, Accra by e-mail on this change of Passport. I have just done that with scanned copies of the biota page of the entire Passports for all members of my family. I don't like assuming on important issues like this.

Yes, he doesn't have to update them but he shouldn't have to attach them together when sending for PRV or it would be returned back to him - People should adhere strictly to the above as it was from an experience!
