New tenant coming to my next room is a IRB member who performs hearing as well. Is IRB spying on me or something! I feel kind of weird about this.

What is this post...spam? So an IRB panel member is renting a room (not apartment) beside you. Ask them. Free country and can live wherever they want.

If you are waiting the hearing day, it is for your best to find a new place to move out.
I prefer you that less contact with the person is better. Because that person should have no contact with you for your interest to make sure your case has no impact. That person can live wherever he wants to live, but he cannot have any contact with refugee people.
