I heard that some rules are coming, forever changing the requirements for who and who can't apply. CIC will be moving to limit or deny all together who can apply every year. If enough applicants applied previous year from a certain country they will put a limit on number of immigrants allowed in next year while in the same time will let more people from other countries with lower number to apply and actually immigrate. Countries like India, Pakistan or China will be greatly affected since every year these countries sent a high number of immigrants in.
Other countries like Norway or Japan with low number of immigrants will see their visas increase.
Actually, USA has something similar in place with their visa lottery. India, Pakistan, Phillipines and Mexico are not even allowed to apply for same reason, that a lot of people from these countries are immigrating already into USA.
