Has anybody tried submitting their study permit application using the new IRCC portal?

I am trying to apply with my GC key account but continuously keep getting the error 403 message even after clearing browser cache, trying other browsers etc. So thought of trying this one. Its a web based application but not sure if they are processing applications on this portal
