I have applied study permit online from india.I already have visitor visa and i am travelling to canada for vacations next week.My question is if i get my study application approved while i am in canada , can i get study visa stamped from there only.

As you already have a visa, you shouldn't have to send your passport. No guarantees on that, as some are still requested to send it. If your study permit is approved and you don't have to send your passport, you would need to leave Canada and re-enter to activate your study permit.

You will need a flagpole to get the permit, TRV you already have so nothing will be required there.
