So IRCC may or may not consider your sister's funds because a) you are over 22 and not her dependant, and b) to IRCC she is not your immediate family.

So she shows that she has the $21k cash (that is the minimum but she needs to show more to support herself) plus paid first year tuition or cash in the bank for it.

Why do you want to visit Canada for your birthday? Does your sister live in Canada and if so what is her status and how did she get it? Given you are from Haiti there will be significant concerns that as soon as you land you will claim asylum.

i'll study psychology, i travelled to the us but i was a child at time after that never i lived for 5 years in DR for study purpose and the fact that i couldnt renew my visa i went back to my country , i was visiting canada because it was the closest country for me and my sisters to meet to celebrate my birthday because of the recent travel bans on Haiti. and she's a US citizen now she obtained by work permit after a student permit, and no i won't
