Assume the next CEC Express Entry draw has a minimum CRS score of 520 and 2,000 invitations will be issued.

If the current pool has 15,000 candidates with scores between 500–600, will all candidates above 520 automatically receive an invitation, or will only 2,000 of them be selected based on ranking?

Would be surprised to see such a large draw. Using your scenario the 2000 candidates who have the highest scores will be the ones who will receive invitations. If the lowest score to qualify is 525 for example then the tie break rule will apply to applicants who have a score of 525.

So then for example. If the pool size for range 501-600 is 15000 and people invited are 2000 with score 520 as minimum then the person with 600 score will be invited first ?

They all technically get invited at the same time but the candidates who get selected aren’t random they are the ones who have the highest scores. It isn’t a random draw for 2000 applicants between 520-600 points. The applicant who has 600 points will get selected before a candidate who has 599 points and so on. There is a tie breaker process if the lowest CRS score needed to secure an ITA that draw has more applicants than leftover number of people needed to reach 2000.
