Need help! CIC asks police certificate for the country stayed less than 6 month

Hi, I'm sponsoring my wife under inland category.
She stayed in California last year from late August to early February this year, totally about 5 month and 14 days. So we did not include the police certificate from FBI.

However, we received an email from CIC yesterday, which asks for the police certificate from USA.
A few questions:

1. Is this period of stay really need a police certificate? Can we argue with CIC?

2. Is the timing seem normal? From this forum, I see people get email asking for police certificate only after in 2nd phase. We submitted the application in March, and we even haven't received the work permit.

3. FBI need 12-14 weeks to process the certificate. In case we need that, does CIC give extension to the original 60 days limit?

4. Does this delay affect work permit processing?

Yes - normal. Anything over 5 months usually triggers a PCC request. You need to obtain it and submit it.

Yes - let CIC know that you will need more than 60 days to submit. They will be fine with this request.

The officer in-charge would have not looked into the specific dates as you mentioned. At this point you have following two options:

1. Write an email back to CIC asking them for clarification. Mention the clear dates when you write back to them.
2. Even though you do 1 above, my suggestion is to apply for FBI fingerprints nevertheless. Now you can go to the approved location by going to the following link and the online process takes 24-48 hours and then you can submit the same online back to CIC. I also did the same.

That is absolutely correct.
I have done both manually and Online and there was difference in terms of how the reports looks like.
Just saying....

For U.S. citizens and permanent residents only: you may apply to an FBI-approved channeler (a third party that helps deliver your information to the FBI).

My husband lived and studied in India for 2 years from 2008 to 2010 ( he is not an Indian citizen). do we have to get a police clearance for that? Every 3 months or so, he had to visit a police station and get a stamp which he did and I am submitting those documents.
He has already obtained his required police clearance from his country. Do we need the Indian clearance as well?

No, the OWP will not depend on it.
The application is almost ready to be sent out.. We have to wait for almost 2 months for the clearance. What if we send the application and initiate the process for security check since it's not part of our required documents and then submit it when we get it?

It IS a part of the required documents. Include a letter of explanation that you've aplied and are waiting for it.

we asked the Indian embassy and it said, it will take 6 months to a year to issue the certificate. I might have missed it on the application but where does it say, we have to get a clearance from other countries if we lived there, I can't find it. I want to make a reference to it in my letter.

I found the answer to my own question...so I guess, we will have to apply and wait to see what happens...I wish I had known about it earlier so I had obtained this document before I got married and decided to send the application to CIC :(
