They might be upgrading their systems. Express entry will be the primary source of economic migrants starting next year. So they need to be ready as they are moving for paper-based applications to online ones.
 
In my own opinion, I think the unscheduled downtime may have something to do with system robustness and scalability. They may probably need to scale up on what ever the bottle neck is, be it servers, network resources, etc

I look at this as a potential positive. Maybe they are doing maintenance in order to make the website more efficient and effective in serving the website's users. Glass half full! :)

No one in sane mind does testing on production servers. And regular maintenance shouldn't take more than 30 minutes. So it's definitely an unplanned outage.
 
Oh I did not know. I am an accountant with limited knowledge of the technical aspects of IT. From what you say then it must be something unplanned.

It may also be a case of the fact that it's the end of the year. People on Christmas holidays/leave generally towards end of year/beginning of new year. Maybe they have a shortage of IT staff until the New Year.

Whole infrastructure unrolling is doable by a single person once automation tools are configured. Same for unrolling most recent backup. So I highly doubt that they have IT department at all. Most likely that development of their services were outsourced to some company and now this company is refusing to support their product.

Mine is also working I tired 4 times in 2 hours to open it it was working but the I tired after 1 hour and the 5th time is doesn't work properly and timed out
So just suggesting all friends to try and try or reload the page it will open and work well
