1.your family ties in canada and in your country of residence.

2. your personal assets and finical status.

when can i apply for visitor visa agine and what's the solution for that...

You would need to address the reason for the denial of the visitors visa. This can include additional documentation to satisfy the immigration officer.

From what I gather they probably feel that she is not a genuine visitor that will leave by choice and will remain in Canada. You may want to contact the law firm hosting this site for further assistance.
