My study permit is valid for 4 years? Confused

I received my study permit in my mail last week. It says it expires in 2020/07/31 even tho i only provided 25000 CAD? does it say when your permit expires? or am i reading it right

This is a new rule that Canada only gives 4 year visa, just confirmed from my agent.
You can extend this if your course is for more than 4 years.

You will get the study permit at POE (Point of Entry) on the airport I guess, The dates mentioned on your visa allow you to get to the airport, from there according to your course the immigration officer will grant you study permit.
Can you tell me what is the duration of your selected course of study in Canada. (I mean how much time is required for you to complete your selected program in Canada.)
