my pr renewal process up to three years (Ottawa local office)

I knew from the call center that my pr renewal application in process in the local office in ottawa and may it takes up to three years..I was surprised ..I already submitted the application on Feb 2012,I should travel soon out of canada ,my family lives in ottawa I m afraid to travel and at the visa office abroad refuse to get me the travel document to return back to my family..
Is ther any way to meet the agent of Immigration and ask him to accelerate my renewal card or to give me a travel doc before I travel ..I applied for access information request two month ago and I didn't get any notice..
My Pr card will expire by mid of Sep,my dad is an old and sick at any time may I should travel to see him..at the same time I cannot take the risk to leave alone with an expired PR and my family lives here..

I'll help with one question. You cannot apply for a travel document from inside Canada. You will have to wait until you are outside of Canada before you can apply for a TD.

YES,he said my PR application is in Federal process and it will take up to two or three YEARs..I think I should call the local office..Anyone can give me the local office number in Ottawa..
