Unfortunately, medical insurance will not cover the costs of pre-existing medical conditions. Add to that, with 4th stage cancer, she is probably medically inadmissible at this point and sponsorship will be unlikely. The most likely scenario is you or your sisters will need to travel to her to care for her.

A super visa does not allow them to live in Canada. Having visited twice before, they would only get a 6 month entry maximum.

There is no insurance company that will cover her cancer treatment given she has stage 4 cancer. If she comes to Canada on her super visa, you must be prepared to pay for all costs related to her cancer treatment (and any related medical issues) out of your own pocket. Please research what that is going to cost you before your mother comes here so that you are prepared to handle this financial burden.

Again, there is absolutely no insurance company that will cover her care at this point.

Your definition of "stable" is probably not the same as the insurance company's.

https://www.travellersinsurance.ca/content/manulife-travel

Pre-existing condition means a medical condition that existed before your effective date.
Stable medical condition means that all of the following apply:
- you have not had any new symptom(s); and
- existing symptom(s) have not become more frequent or severe; and
- a physician has not determined that the medical condition has become worse; and
- no test findings have shown that the medical condition may be getting worse; and
- a physician has not provided, prescribed, or recommended any new medication, any change in medication; and
- a physician has not provided, prescribed or recommended any new treatment or any change in treatment; and
- there has been no admission to a hospital or referral to a specialty clinic or specialist; and
- a physician has not advised referral to a specialist or further testing, and there has been no testing for which the results have not yet been received.

Unfortunately grandchildren do not cure cancer. If she is still in stage 4 unfortunately the prognosis isn't very good. Even if she managed to get to Canada she could get sick and have difficulty getting home. Unless you have hundreds of thousand dollars to spare coming to Canada is not a good idea.

My Canadian Father in law was diagnosed with stage 4 Cancer last August while he was working in Saudi. He travelled back to Canada (of course needed 3 months to be able to covered with insurance as Canadian Citizen) and was admitted to Jewish Hospital in Montreal mid September. he passed away end of October and his medical bills were over 100,000 Canadian Dollars (after spending around 5 weeks in the hospital). Treatment is VERY expensive if you are not covered>
