You need to write a letter of explanation (LOE) with strong points on why you choose a region outside your sponsor's. Include in the LOE your sponsor intent to move to the region in the near future and also ask your sponsor to write a strong letter as well highlighting this. AND THEN hope for the best. Grace!

Where does your sponsor live? I am not sure your sponsor live in Brandon.

Winkler would have given you the extra 50 points also. Just do a strong LOE as adviced by @Bicap and you should be fine.

Winkler would have given him the 50 points. So why choose Brandon? Even you want to settle in Brandon you don’t say because you are expected to stay with your sponsor in the same city.

Advise: You can ask your sponsor to write that he intends moving to Brandon in few months, prompting you to choose it and also state boldly your intention was not to cunningly gain extra 50 marks by choosing Brandon as you would have still gotten 50 marks By choosing Winkler. Make it pure your intent was purely sincerity and you did not have to walk in deception.
