I've been trying but still I can't access the site. I dont' know what's wrong....

Yes. There's nothing wrong with my router. Everything seems to be okay. I've tried using my laptop as well. Still, can't access the sitr. I really don't know what to do.

if I have a close relative in another province, but only distant relative/friend in Manitoba, will this decrease my chances of being approved for MPNP? They might think that I will transfer to my close relative's province when I get my PR because I have closer ties there.

That is correct but then again a good settlement plan will be helpful for them to nominate you. Just reassure your sponsor that you will not transfer to another province and ask him\her to deliver this fact to MPNP once they call him/her. There are some applicants who were refused by this instance, but there are also who were successful. ;D

Kurtsebastian is right, as long as you and your sponsor will ensure MPNP of your genuine intention to stay in Manitoba by a good presentation of your Settlement Plans and interview then there's a possibility of LOA. Though it is stated in their official website that having a close relative in other province can solely be a ground for refusal. There's no harm in trying. If others get LOA then you'll also have that chance.

I think it's the IP address of my wofi router. I tried to connect to the internet using my mobile phone as a wifi hotspot and I managed to access the site. Thanks for all the concern tho! Highly appreciated. Hoping to start my application real soon!

i really wnt to move manitoba canada....here is my profile :-

diploma in nautical science -1 year
experience - 2 and half year
present status - 3rd officer in merchant navy(navigator) (singapore company)
i have 2nd mate COC
i hv close friend in manitoba (winnipeg)
age - 26 year

ma qestions are:-
m i eligible to apply under MPNP??
from whr do i start ??
ielts is must before filing or start first step?? coz ryt now i m on sailing n dnt understand what is the proper scenerio ??

plz help me n let me knw what i need to do ??

You should check a map of Canada. We are in the middle of the continent no ocean for a few 1000 kms in either direction. I would try to down play the mariner aspect of your experience and play up the logistical experience you have.
