Milestones in securing PR For Students

What is the typical process and milestone for obtaining PR for students pursuing Masters
On completion of Masters apply for PGWP and then apply for PR through Points based
Is that a correct assumption or is there any other path.

Also is there any age limit for applying to PR after PGWP
