It says the first paragraph:The IRCC has stated that applications will not be rejected for non-compliance at this time. All applications currently in progress at IRCC offices abroad, at case processing centres, and within the Domestic Network will continue to be processed, but may experience delays.

This to me says they are open and still working. This is from your link??

So Trinidad VAC is close to Temporary resident visa, work permit & Study permit and also interviews.
But not to Application for PR travel documents, biometric, and passport drop off.
They’re working hours are 8-11:30 Am only.
They also offer a 10% discount on their courier service for passports return.

Hello everybody!
I'm here seeking for some advice or help, the thing is:
I just got married 2 months ago (I'm Mexican, my husband is Canadian) and we are filling up the forms for Sponsoring but I have so many questions about it; but first I think you should know my story: "I came here 3 years ago as a visitor but as you are thinking "yes, I stayed longer (like way too much) and I was working for 2 years but last year I moved in with my now husband, so pretty much I'm a homemaker.
Now the question I have is: on the Background Declaration 5669 is it better if I put that I was working illegally?
Was anybody on this kinda situation?
Please, if you could help me I would appreciate so much.
Thanks!

In order to prevent further spread of the coronavirus, the IRCC has temporarily closed some of its visa application centres, and others have been reduced to essential staff only. You can find out more about the status of your local visa application centre here.

Did you read the second paragraph? Here it is, then click on "here"where it says you can find more about the status of your local visa office application centre. Find Mexico and please let me know what it says about their visa centre.

Mexico City Temporarily ClosedMexicoMexico VAC
  • The VAC is temporarily closed until further notice
  • If needed, the VAC will contact you to reschedule your appointment
Folks seem to be confused here,
Please note:
VAC: IS A PRIVATE COMPANY WHO DOES BIOMETRICS AND RECEIVES PAPER APPLICATIONS OR PASSPORT TRANSFERS
EMBASSY : IS WHERE ACTUALLY OUR APPLICATIONS ate BEIN PROCESSED
MOST VACS ARE CLOSED. BUT EMBASSIES NO. THEY MIGHT HAVE REDUCED STAFT TO CREAT MORE SPACE INSIDE THE EMBASSY BUT THEY ARE CONTINUING THE PROCESSES AS IT SAYS AT THE BEGINING OF THAT PAGE YOU GIUS ALL TAKING ABOUT OT FOR THE LAST 6 DAYS....
THANKS
