me and my husband got marry a year ago, in the states,he had to leave the states to start his paperwork in mexico.. when he got to mexico he did his medical and we collected all his police clearances but when we went to drop it off at the (PGR) it was refused because my husband doesn't have a "cartilla militar". he has apply for the cartilla militar but he will not get it untill a year from january. we requested an extension, but our extension has expire, i left an email to the canadian embassy explaining my situation, i know they have receive it but i have had no response from them, i guess i feel frustrated because i m scare that they might refuse my application and i don't know what to do..... please if anybody can tell me or help me i would be very thankful.
Yes all you need is a precartilla as mc1234 had metioned :)
 
thank you for responding to me ....see the thing is he did take his pre cartilla.... and when he took to the PGR. he was told that they were no longer taking the pre cartilla but they need the actual cartilla.. can anyone tell me if in the last month or so you have taking the pre cartilla to the PGR, because me and my husband took it in the 16 of january of this year and we were told that they were no longer assepting the pre cartilla. please tell me if you have been successful and actually gotten yours process...... please

Did your precartilla look like the one int he photo here (on the right hand side of the precartilla instructions)

I've emailed them a few times in the last month and they are still accepting a precartilla according to their emails as that is what we have put together for our application, we haven't actually sent it yet tho.
I would probably email or call them if you have a # and see why it didn't work.
 
yes it look like that...my husband explain the situation and beg them to accept it. but they refuse it saying that they felt sorry but they no longer were accepting pre cartillas due to the fact that there was too much corruption and that they need the original for numbers that the original has that a pre cartilla doesn't have
 
I don't get it though, if thats the case why is it still on there website??
 
When did your husband get his precartilla ??
 
i don't know.... i m telling you my husband beg them....... its just very frustating you know.....and the worst thing is that i dont how this will affect my application...... that is why i thought that maybe someone here could help me
 
If this is in fact there new rule, this is a huge problem for quite a few of us on the board :/
 
So just to make it clear, you and your husband went there to get the PGR. So then when he presented the precartilla they said they couldn't accept it and there is pretty much no other way to get the PGR without it :/???
 
Wow. So what have they offered as a solution?
 
i send the canadian embassy an email explaining our situation, i didn't get any response at all.. and when i check the status of the application it says in process... basically the PGR didn't do anything. the person that my husband talk to said to him... that he had to wait until he had the card because it was out of their hands.

I suggest that you print these requirements out: http://www.pgr.gob.mx/TransFoc/antecedentes%20registrales.asp and then take them in with you and show them this paper and explain you need the constancia de dato registrales. Maybe they don't understand what it is you are looking for. We went to obtain our precartilla 2 times and the first time they did not understand, the second time when we brought the requirements in - they understood.
I would recommend trying that if you are in Mexico City and have the access to do it, or ask to speak with someone higher.

What is the "precartilla" ? Is its the cartilla that is "no liberado"?
