My maple card will expired next month, but I cannot go back to Canada since my sick baby has a medical treatment outside Canada and I have to take care of her. May I submit the renew application package outside Canada or submit by my friend who currently live in canada? I meet all the other requirement to renew the card.

You can certainly have it sent to your friends address, but if they choose to ask you to pick up the card in person you will have to go pick it up in person.
