Fair point on the tracker - hopefully that gets fixed soon, I know it makes "LPP done" harder to pin down for a lot of people right now. In my case the tracker updated right before it went down, so I got lucky there.
On the office question - I don't actually know for sure whether the AOR letter's office reflects the real processing office, so take this with a grain of salt: in my own case, it was the "Team 2" label on my test invite that made me assume Vancouver, not what was on the AOR letter itself. Not authoritative, just what I went by.
Honestly the point of putting this together wasn't really about the tracker - waiting itself is the hard part, and I mostly wanted a way to see if my own case looked like an outlier or not, so I'd know whether it's worth calling IRCC or just sitting tight.
