Getting PCC in Singapore is really tricky. First, we need a proof or requirement, it had to be issued by IRCC, second, it is an appeal which may or may not be successful. Also, I have heard, If we appeal for PCC later than 6 months after leaving Singapore, there are strong chances of rejection.That's positive news; hopefully, you will now be able to obtain the PCC. For what country do you require PCC? If you really cannot get PCC, you just need to explain it with a proof that you tried.
