I got AOR today (conditional I would say). I have received another email to submit the PCC
That's positive news; hopefully, you will now be able to obtain the PCC. I was on the same boat as to whether to submit a new PCC or not, but it was easier for me to get the PCC, so I did.

Getting PCC in Singapore is really tricky. First, we need a proof or requirement, it had to be issued by IRCC, second, it is an appeal which may or may not be successful. Also, I have heard, If we appeal for PCC later than 6 months after leaving Singapore, there are strong chances of rejection.
In any case, approval or rejection, I can submit the response from the Singapore authorities.

I submitted PCC of home country when I applied for PR and since I moved here i haven’t been anywhere for over 6 months. Would I still require a PCC for the time I was in my home country?
 
I think a month between AOR to test invite is still valid, looking at April spreadsheet, people with AORs in May 20-27 started getting test invites this week

I’m anticipating the AOR by the end of this month if the timeline stays consistent, so it’s better that I start exploring options to obtain the PCC now. Since you received a separate email specifically requesting the PCC, that can serve as the formal letter needed to obtain it from Singapore. Good luck.

For what country do you require PCC? If you really cannot get PCC, you just need to explain it with a proof that you tried. I believe in some cases IRCC gives you exemption.
