Can you ask your friend the email id from which he/she received PPR mail?
You can know your VO by raising a webform.
I really hope that their definition of shortly is the same as ours.Receive a webform response from CIC and first time to see this non-generic sentence from agent "You file should be reviewed shortly"
It is almost 8 months for me...it should be coming soon ! Average timeline for Sydney is 8-9 months
I hope you are right. I crossed 8 months yesterday so I am really hoping the wait isn't too long for me either.

Mine was like that,so I called VFS they told to send scanned proof of biometric receipt to New Delhi VO.The checklist got updated in a week.Hi! I'm new here.

Biometrics Request/ Medical Passed July 4, 2019

I requested a status update in December and got the same reply as above
I haven't even had a ghost update since July 4- to the extent that my checklist still says that they need biometrics. I submitted biometrics on July 17, 2019. It shows the biometrics details on top but still no update on checklist
I applied when I was still in the US. I was hoping that PPR would come through before my US visa ran out. Nothing happened. I had to move back to India. Just sitting here waiting and getting anxious.

Need some help from all you. I received PPR but passport is currently with Consulate General Of India for renewal. If I don't get my renewed passport before the deadline on PPR, what are the option? Should I notify Cic, if so when?
Does anybody have experience with passport renewal via BLS International and consulate general of India? How long does it typically take.

Biometrics request July 9th 2019
Ghost update July 10th 2019
Biometrics submitted July 24th 2019
Ghost update October 4th 2019
GCMS notes requested November 4th 2019
Biometrics changed to "completed" on January 7th 2020
MEP January 9th 2020
PPR email January 16th 2020

It says in the PPR letter "If for any reason you are not able to meet this deadline, you must inform IRCC immediately via the IRCC Web form with details concerning your situation." so you should explain the situation and give us much detail as possible
