Same thing happened to me few months ago when I payed for work permit extension. I never received the email with official receipt and nothing showed under my payments on cic website. You have 2 options : first chech under retrieve payments,
https://eservices.cic.gc.ca/ols/login.do?&app=epay&page=viewallreceipts&lang=en sign in see if there is a record of it. If payment does not show email
HPM.PROD @ cic.gc.ca with an attachment of a copy of proof that credit card was charged and simply add your personal info as fallow :

Mailing address:
Phone number:
Date of payment:
Transfer ref. : Rxxxxxxx
Total payment amount : $
Credit card no: 12##########1234
Exp date: xx/xx
In my case I requested a refund because they told me to wait 5 business days before doing anything and I chosen to pay it again as I needed it right away. I received the refund without a week after I emailed them the info above.
