We’re currently finalizing most applications we received between

March 17 and 23, 2019

If your application is complex, it may take us longer to process it.

Send them a webform request. If you have not received any other communication from the local offices, then try the webform route. It's takes a bit longer to get a reply, but something will happen. If any of the local offices have contacted you , send them an email, they might provide a quicker response. Some members have even made phone calls , by calling in the customer service number. Lastly and the very last option, get in touch with your MP. There are some members who have tried it and possibly can help with that process.

It is so frustrating I applied for citizenship in March 2019 was asked to provide finger prints in August 2019 than I did my test in January 2020 was asked again in September 2020 to provide finger prints and since than I have heard nothing from them about oath.

Is it in DM or still in process?

Still in process
I'm not professional or I have any insider information (take my opinion as... assumption).

But it does sound like one of your clearances are still pending/ongoing. Most likely in these longer cases they should be security clearances. Or maybe it is just waiting to be checked by an officer to make the final decision. Have you tried contacting them?
