Getting 10 points for your Canadian education is not going to rock the ship as some one mentioned. We all are trying, so lets be respectful towards each other's situation.
Right now, the best route is for international students, IF ONLY you have at least one year foreign work experience. Since you will have

  • 482 points with Bachelor degree, under 30 yo, CLB 10, 1 year Canadian work experience, 1 year foreign work experience

You only have:

  • 469 points for 2 years Canadian work experience only (same degree, ielts and age).
  • 441 points for 3+ years Foreign work experience only (same degree, ielts and age)

Not all provinces have student streams, Alberta doesn't, BC has one for express entry, and Atlantic provinces. Even if there is, the requirement may not be favorable to all students. (especially if you graduated in one province and moved to another for work)

International Student Working Graduates

Only graduates of Manitoba post-secondary educational institutions are considered. You are eligible if your Manitoba employer offers you a long-term job following at least six months of continuous full-time employment on a valid post-graduation work permit.

Manitoba Experience
Manitoba Experience means that in the past you lived in the province as a temporary foreign worker or as an international student.

The downside of PNPs is they have too few quota. Not every qualified int'l students can find a slot in PNPs. Like BC PNP, it's been more than 5 months since they opened the program, and only ~550 ITAs are sent out to int'l students.

I wrote to the office of John McCallum in March to ask when the changes will be in effect. I received a reply today (4 months later!), from someone at his office, with a lot of standard blurb about how the EE system is great for student as we can get points for education, Canadian experience, PGWP etc. etc. etc. but also the following paragraph

"Dear ........:

This is in response to your email of March 23, 2016, addressed to the office of the Honourable John McCallum, Minister of Immigration, Refugees and Citizenship, concerning the transition to permanent residence for international students. I apologize for the delay in responding.

Immigration, Refugees and Citizenship Canada (IRCC) recognizes the tremendous economic, cultural and social benefits that international students bring to Canada. The International Student Program aims to make Canada a destination of choice for international students seeking a quality education and Canada’s offerings to international students are similar to other competitor countries, such as the United Kingdom, the United States and Australia. Opportunities to work on and off campus during their studies, as well as the chance to remain in Canada after their studies with a post-graduation work permit or to apply to stay permanently for those who wish to do so, are attractive features for international students.

International students can submit an Express Entry profile. If they meet the requirements for any one of the three economic class immigration programs managed by the Express Entry system, they will be placed into the pool which will give them an opportunity to transition to permanent residence. International students and post-graduate work permit holders are awarded a significant number of points by the Comprehensive Ranking System for their high education, Canadian work experience, strong official language skills and, more often than not, youth. Most full-time international students who graduate from their program in Canada are eligible for open work permits through the Post-Graduation Work Permit Program. This allows them to gain experience in the Canadian labour market which is awarded significant points under the Express Entry Comprehensive Rankling System; and, may help them transition to permanent residency. They ignored my part of the question about timing... "a review is being planned" isn't particularly inspiring

This is all information we've heard already, but the bit that will be of interest for some on this forum is the bit about 'former international students', and the LMIA and job offer points. I can't remember which thread it was but I remember somebody was asking if they would be included as they had already finished PGWP and left Canada - answer is... erm maybe yeah!

Guys please be optimistic and be patient. I am hopeful that a change is coming for sure but not so sure whether its going to be implemented right away. Immigration is a one of the biggest issues, and naturally it takes government some time to review the process and find a suitable solution.

And also JALT for the letter that you wrote, do you expect them to give you a time frame unless its officially declared? What if it does not work out? Whose gonna take the blame then?

Is a Seneca/Douglas graduate working at Tim's selling coffee and doughnuts really better than a foreign engineer with 5 years of relevant experience? Or better than an Ivy League graduate?

Is it really better for Canadian economy, like everyone is saying, to award more points to these college graduates so they can stay and continue selling doughnuts? Are there not enough Canadians to work at Timmies?
