A PR card is not a travel document.

He needs either a passport or an RTD to board a plane and travel to Canada.

Tell your friend to get closer to the Canadian office (or British if not available in the country where he is) to obtain a single journey travel document to return to Canada.

It appears that there is a consulate in Tbilisi, Georgia. I understand your friend is stranded in Georgia?

Does he hold a valid passport? He needs either a passport or RTD in order to be allowed to travel.

In order to board the plane as a Canadian PR and return to Canada, he needs either a valid PR card or a PR Travel Document.
He has a valid PR in his possession. He just lost RTD. His citizenship passport expired and it's not in possession.

No he is not gonna use or request new passport from country of origin. I hope British consulate will help him to return to Canada. How long it can take, any idea about that?

He needs to contact the closest Canadian embassy/consulate.

Yes, he just needs to have his tickets in one itinerary that show his final destination is Canada also you need to get a report from the local police regarding the loss of your RTD

You need a valid travel document to board a flight. It's an international policy.
Wrong! there is no such an international policy, many countries including GCC and European countries allows you to travel with your ID with no passport

Yes, and it will be better first to ask the airline because some airlines have no clue about these situations.
