I believe that CIC has a hidden list of occupations to manage the ITA's given to candidates.
Logically, in my opinion it's not acceptable that CIC gives a few NOC's the chance to get PR and contribute in Canada's economy, for example:
according to EE sheet the hottest Nocs are : 2171, 2173, 2174 so we can conclude that these three NOCs for example are 20 times or more than other NOCs .
It's not logic if CIC intends to give 25,000 ITAs to give those who are in these hottest NOCs the most of ITAs and leave others which maybe are high demand in Canada labor market.
I believe that CIC will choose a specific NOCs under hidden list and maybe will choose the highest score in specific NOCs for example; if in NOC 2171 there are in the real pool 2000 candidates who have score between 300-400, and there are in the same NOC 2171 2000 candidates who have score between 400 - 500
sure they will pick up from the candidates score's between 400 - 500 and they begin from the highest.
And so on to the rest of NOCs in a hidden list which CIC has.
Note:
CIC said there will no be a list of occupations to enter in the EE pool, but never said that there will no be a list of occupations to people who can get ITAs, they said that they will choose who can fill the shortage of labor market and can contribute easily in Canada's economy, so it should be a list with them to whom could get an invitation to proceed.
All of that it's just my opinion maybe right or wrong.
