Level of Education question please help

Hi There,

On CIC website is says "Two-year program at a university, college, trade or technical school, or other institute 91 or 98 points" if I started a 4 year degree , only completed two years can I claim the 98 points ?

no. you didn't graduate at that point so you don't have a qualification
