Please share the situations in which you attached a letter of explanation with your EE application.

It will be helpful for other applicants. Because there are lot of applicants get rejected due to not explaining about the missing information.

It can have anything you think needs more explanation.
In my case, I didn't get a reference letter on company letter head and explained same and what documents I attached and requested VO to accept my case.
I also explained about Proof of funds I attached along with explanation of any big transactions with proofs.
I also explained FSW application return and any visa refusal.

Letter of Explanation can be submitted majorly for the following reasons:

1. Incomplete Documents - You are not able to furnish all the documents which have been requested (due to genuine unavoidable reasons/situation) and you have something as an alternative to support your points claim.
2. Missing/Mismatch of Information - There is a mismatch in the information that you have provided across documents. Example, the names in the passport and educational certificates does not match (due to various reasons).
3. External Factors - You have taken the necessary action, but some external factors have caused a delay in your process. Example, you initiated the PCC much before receiving the ITA (and you have documentary proof), but it crossed the 60 day mark for submission.

So it all boils down to explaining your situation when you feel that the above points are not met and you would want the Case Officer to consider your application in light of the facts you have explained.

Yes, as far as my understanding goes, it should be signed by the applicant. It is not only LOE, as a practice for that matter any letter you send should be signed by the applicant (including covering letter, letter of intent, letter stating ties in Ontario etc).

If you have multiple issues, one letter would do (provided it can be explained in not more than two pages). But if some issue are big in itself, I shall club the small ones into one (not more than two pages) and the for the bigger issues, I shall have a separate letter each. But, better if you can avoid multiple letters, as it might be frustrating for the Case Officer. This is my opinion and this is how I would have approached it. May be you can go for a second opinion.

Having said that, Covering Letter and Letter of Intent will have to be separate. :). But you can combine, letter of intent with letter which shows ties to Ontario. The letters which I was referring to in the above paragraph relates to issues which you need to explain on account of not having the necessary document or delay in producing a document like PCC.

One of my PCC from my home town (birth place), I am living there now, they did not mentioned dates, they mentioned "My Address. His date and place of birth according to Passport xx-jun-xxxx "city name".

Do I need to write LoE for above to explain that I am living at that address since my birth? I also have birth certificate with the same address. Can I attach that?

I am bit scared that many applicants get rejection due to PCC problems.

Any one who went through this situation?

Any advise?

Of course covering letter and Letter of Intent need to be signed.
It is well and good if LOE is signed, but it is not mandatory to sign LOE.
I hope you get it.

I attached for the following:-

1. POF amount gift from my father;
2. Explanation about gap in experience due to further studies;
3. One of the former employer was not giving me experience reference letter as it wasn't their company's policy.
4. I also wrote the reason why i was not able to renew the PP and have 1.5 years to expire as for OINP there is a condition that your PP shall be valid 2 years before and after application date :)

If there is any information that you would like to tell the officer, then it is best to include a LOE and mention the relevant details of your situation.

Please expand on how one can prove the transactions for large deposits.
