There's no template. Each case is unique and the points you want to explain are different. I don't see what the "template" would be like. It's a simple letter where you explain things related to your case that you feel need explanation!

I'm a masters student at UBC and completed my Masters this August, 2017. I want to apply for post graduate work permit for which I need to write letter of explanation.

why do you need a letter of explanation? I applied for mine in may 2017 and i didnt do one. I got my permit in September no issues.
