Letter of eligibility for application after background check has cleared

Hello All,

I am sponsoring my wife via an inland application. We submitted an application in October 2022. And according to the IRCC application tracker, the last update was her background check completed in March 2023. Today we received a letter stating:

"It has been determined that you meet the eligibility requirements to apply for permanent residence
as a member of the spouse or common-law partner in Canada class. Please note that a final
decision will not be made until all remaining requirements for becoming a permanent resident
have been met. These requirements include medical, security and background checks for you
and, if applicable, all of your family members, both in Canada and abroad, even if they are not
applying to join you in Canada at this time. You cannot become a permanent resident until you
and all your family members have met these requirements."​

We are confused as to why we are getting this letter after Biometrics, Eligibility, Medical Exam and Background Verification have all been completed. Does anyone happen to have an answer for this?

Also of note is we are in Quebec, and my wife received her CSQ in February 2023.

It's an approved in principal (AIP). Excuse me for my spelling. For in-land you can apply for open work permit or wait for future PR steps and also apply for Quebec Health.I am a Quebec applicant and just got AIP.
