on note2 they've wrote phone interview under text but wiped out some name and also wrote S.19(1) , s. 16(1)(c) on right side of page.

what is meaning of this?

the gcms order form seems to have changed now.
For the question "Which specific information are you looking for?" do I choose the following "electronic notes of the immigration or citizenship officer(s)"?

most probably officer will ask you to provide updated information.

u have opted other option, now after few days you will receive an email and then you can pay $5.00 but it will be in two weeks

I hope before 30 June your eligibility will be reviewed and passed and then your case will go for the BGC, currently it is under Documents verifications.
At this situation don't worry.

bgc IS FOR SECURITY CHECKS AND UR DOCUMENTS CHECKS. FIRST DOCUMENTS CHEKED THEN ELIGIBILITY PASSED AND THEN SECURITY BGC WHICH IS LAST AND DELAYING

As you have already given comments on my GCMS NOTES, above is summary of NOTES.
but yesterday I received a reply of my Email, which I have sent to VO for current status of my application. The visa officer replied that "Background checks are going on on your application....". The background check is also part of ELIGIBILITY? or my ELIGIBILITY is PASSED now and security and Criminality has started.
