Can someone, (ideally a lawyer in Canada), comment on the latest announcement by the government of implementing ban on international students in BC.
Will this effect the visas of students who are already enrolled in post-secondary institutions?

I am not a lawyer, but my undertanding, there's no affect on those already enrolled in post-secondary institutions.

According to the news article, the ban is only for new institutions:

British Columbia is banning new post-secondary institutions from applying to enrol international students for the next two years, as the province roots out "exploitive practices" plaguing the system.

Further down the article, it says:

Of the 175,000 international post-secondary students from more than 150 countries in B.C., about 54 per cent are enrolled in private institutions.

So, I presume the ban is referring to new private schools. Just my opinion, though.

You won't get a legal opinion through this forum you'll need to hire a lawyer for that.

Suggest you read the first part of the article again. The ban is against new schools. It's very specific. It's not a ban on international students in the province.
