That's because her local VO is in Accra and not Ottawa. If your local VO is outside Ottawa then you're in for a very fast ride, maximum 2 months processing time.

For an example, im inland fsw. My home country is Croatia and local VO is in Vienna, Austria.
Am I under ottawa or vienna?

Call CIC provide you EE application number and ask them where is your application now, they will give you the information.
