In all probability it should be new delhi with a small chance it's Ottawa.
You need to call IRCC and ask or raise a CSE.

if you email them you will get an automated response saying they dont respond to certain inquiries like 'which visa office the application is processed at' and some others and ask to raise a CSE through webform. i think the opening post is outdated.

your eligibility passed if they request RPRF. now its a matter of background check
