Hi,

A school classmate of mine is in Canada and is planning to start a business by investing 1,000,000 CAD in his venture. He is interested in hiring me. Can you please advise on the procedure through which he can make me a job offer?

He needs to obtain an approved LMIA. Then he needs to give you a full time job offer. Once he has an approved LMIA and has give you the job offer, you can then apply for a closed work permit. You will only be able to come to Canada and start working once the work permit is approved.

Expect the LMIA process to take 4-6 months. The work permit processing will likely take anywhere from a few week to a few months.

Is there any rule that the company must have had at least a year of establishment or even a start-up can apply for LMIA and proceed further??

The employer is asked submit CRA tax return statements as part of the LMIA application. See:

A brand new business won't have these and may have trouble proving it is established.
