No. That requires a CEC announcement, not a TFW one.

It's about placing more restrictions on "low-skilled" work opportunities...high-skilled works and LCP will not be affected (got this from CP24).

They are making changes in low-wage TFW program. Main changes are in Cap, fees, provision of high penalty in case of misuse, more investments on auditing etc.
