I received my second ghost update April 24th

Can one receive ghost update when criminality is passed or is it usually a sign that eligibility is passed. I called IRCC first week of April and I was told criminality in progress and elegibility not strated. After two weeks, which was on the 24th of April, I got ghost update

Should I take it as a good sign?

Your criminality shifted from in progress to Passed

Profile Status doesn't change. I'm fsw Outland so my criminality will remain in process till the end. I only received ghost update. Does it mean my criminality is passed or it is eligibility? Is ghost linked to criminality or usually eligibility?

Any changes are related to update. It is not possible to say which one is updated. May be criminality is finished. Eligibility not passes within a short time

This is good news for you. No worries. You probably won't have any problems with you application once your eligibility is recommended pass.

I called Ircc helpline number in Canada to check my application status. The representative said she cannot give status of my application as it is in New Delhi.
Can anyone please let me know if their application is also in New Delhi ?

There is a visa Office in New Delhi I think. They will be processing your file

They don't disclose information on application that is being treated outside Canada, it's their style. You should order your notes if you are worried but it's nothing to be worried about.
