Until you get official AoR, do not assume anything please. Wait for it. Then celebrate. AoR is also called "Approved in Principle". The question is WHy? or What for?We may see more applicants who are transferred to local office. It starts to happen in March. Please check ircc call center whether your office is transferred if you wait for PAL.
