Formerly under Federal Skilled Worker, not without an offer of employment from a Canadian employer.

However, the Federal Skilled Worker class, which has been frozen since last summer unless with a job offer, is re-opening in May this year.
Now there is no specific NOC requirements and one need only have 1 year continuous employment in any NOC 0, A or B job - of which IT professionals clearly qualify.

You'll need to get enough points on their points matrix, provide proof of language and a host of other supporting documents, and have non-Canadian credentials certified (I think we're still awaiting CIC to announce which organisations/companies will be doing this for each country).

You will also need proof of funds, which varies depending on how many people will apply with you, but for a single person it's around $11,000 CAD.

I'd start gathering documents now if you are interested in applying because when it opens in May there will be a limited number of applications accepted (we don't know the exact figure yet) and will be very much first come, first served.
