She can visit you for 2-3 weeks. If she is away longer, this will put the sponsorship application at risk of being refused / terminated. She needs to be living in Canada until the application is approved.

If you tell CIC she is leaving Canada for three months, they will refuse the sponsorship application. Again, she needs to be living in Canada to qualify as a sponsor.

Btt she is already approved as a sponsor ,, i m talking about my PR aplication process ,,my aplication is now in delhi

It doesn't matter. She needs to remain in Canada (apart from short 2-3 week trips) until your application is approved. If she leave for several months, you should expect the application to be refused. Just because she has been approved as sponsor now doesn't mean this approval can't be withdrawn if she stops meeting one of the conditions for sponsorship. One of the conditions of sponsorship is that she be living in Canada. Your choice if you take the risk.

There actually is a specific rule that states PRs must be living in Canada to sponsor. So yes - it is law. If the lawyers you spoke to didn't know this - they aren't very familiar with the rules and probably shouldn't be advising on immigration matters.

We have seen a number of applications refused here for PR sponsors who have been out of the country for less than six months. Once someone leaves for more than a few weeks, CIC will say they are no longer living in Canada and no longer qualify as a sponsor.

We've given you all of the information. Up to you what you do and if you take the risk of leaving for an extended period of time.

Here's the rule:

http://www.cic.gc.ca/english/immigrate/sponsor/spouse-apply-who.asp

- You can’t sponsor someone if you are a permanent resident living outside Canada

It's the third bullet point in Are you Eligible to sponsor?

http://www.cic.gc.ca/english/information/applications/guides/5289ETOC.asp

To sponsor, you must…

be a Canadian citizen, a person registered in Canada as an Indian under the Canadian Indian Act or permanent resident,
be 18 years of age or older,
live in Canada or have proof, if you are a Canadian citizen living outside of Canada, that you will live in Canada after the sponsored person becomes a permanent resident

Because your partner is not a Canadian citizen, the latter two thirds of that don't apply. So for your partner it simply reads: "To sponsor, you must live in Canada".
