is Post-Baccalaureate Diplomas is equal to maters??

i am planning to join Post-Baccalaureate Diplomas in hrm (2 year prgm) in thomsonson river university.
My question is , is it equal to masters program or not.
if i join this program can i do my phd???

They are definitely not equivalent. Not even remotely close. And no - you cannot gain entry into a phd program with a post-graduate diploma.
