is NOC 2281 eligible under FSW program ?

In below link 2281 is not listed but It is in NOC list.

It is not in the 38 MOS list.

It is not eligible for category 1 since it is not in the list of 38 but it will give you points for work experience and it would be eligible for category 2 if you have an AEO.

You would have to find an employer in Canada who is willing to apply for this for you. If it comes back positive, the employer can send you the document and it qualifies you to apply and also gives you more points. However, it is not easy to find an employer who will do this. After all, why should he? It is extra work for him and even if he is interested in hiring you, it could take months for you to get your immigration and once you get it, you are not even obligated to come and work for him.

skill type 0, A, B and categories are different.

Can you please send the link where it specifies the categories and skill types are same ?

I am not sure what you mean. Do you mean the categories for skilled worker? You can see them at http://www.cic.gc.ca/english/information/applications/skilled.asp and it says that for Category 2, you need to have arranged employment. When you read the links I gave you about AEO, you will see that it is only given for a skilled job, skill type 0 or skill level A or B.

To find out which skill type or skill level a certain job fits into, you have to find the job in the NOC at http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/OccupationIndex.aspx Once you find the exact NOC code of 4 digits, you can tell from the code what it is. You can see the instructions for that at http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/Tutorial.aspx#6

For example, NOC 2281 is a skill level B job. This you can see because the first digit is not 0 or it would be a skill type 0 job. When the first digit is not 0, then you look at the 2nd digit. If the 2nd digit is 2 or 3, it's a skill level B. If it is 1, it would be a skill level A.

What are NOC Skill Types and Skill Levels?

The first digit of the NOC code identifies the Skill Type of an occupation.
•1 corresponds to Skill Level A
•2 or 3 correspond to Skill Level B
•4 or 5 correspond to Skill Level C
•6 corresponds to Skill Level D
Skill Level A represents occupations usually requiring university education. Skill Level B refers to occupations usually requiring college education or apprenticeship training.

Currently the only NOC codes that can qualify for federal skilled worker without an AEO are the ones in the list of 38 occupation here http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list if your job is not in that list, your only choice is to qualify under another category. One option would be to have arranged employment.

No, 0281 is actually skill type 0. The first digit being zero overrides everything else. Only if the first digit is not zero do you look at the 2nd digit and conclude that it is skill level A, B, C or D. Only 0, A and B are considered skilled for immigration purposes.

There are 3 categories you can apply under. If you look at http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list it will tell you that

In order for your application to be eligible for processing, you must either:

have an offer of arranged employment, OR
be a foreign national who has been living legally in Canada for one year as a temporary foreign worker or an international student, OR
be a skilled worker who has had at least one year of experience* in one or more of the following occupations within the last ten years:
and then it gives you the list of 38 occupations where neither 2281 or 0281 is on. The categories are actually in the wrong order at the above link. At your link at http://www.cic.gc.ca/english/information/applications/skilled.asp you can see which category is which.

Category 1 is the one that corresponds with the list of 38 occupations. If you do not have experience in one of the 38 occupations, you can not apply under Category 1.

Category 2 is for people who are outside Canada but have skilled work experience such as in 2281 or 0281 or other skill type 0 or skill level A or B jobs. Those people will need an AEO (arranged employment) to be able to apply.

Category 3 is for people who are already in Canada on a study or work permit for at least 12 months. They can apply without having experience in one of the 38 occupations and without having an AEO although they do need at least one year experience in some skilled occupation.

I have another query

for example:- I have 9 yrs experience, 1 yr expr is in skill type 0 (managerial experience), rest all(8 years) skill type B
In order to gain 21 points(4years +) on experience, do I need to have all experience (4 yrs) on skill type 0 ?

if I put 1 yr expr in skill type 0 + 8 yrs in skill type B, am I eligible for this criteria?

Your work experience does not all have to be from the same NOC. You can count 1 year of skill type 0 and the rest of skill level B together.
