Is it possible to apply for PR Travel Document in Canada?

Long story short, we have "Landed" but will have to travel to Orlando (no VAC to handle application in person) through the air within next month or so. We are assuming the PR card won't be arriving prior to travel date.

Wondering can we apply PR Travel Document in Canada? There is no VAC in Orlando and the application process through mail seems to be too risky and error prompting.

We have considered the following options:
1. Change our flight to Buffalo and drive/walk back through the land border
2. Apply for PRTD through US VAC remotely (courier) - however, the remote application process seems complicated. Please advise if you find otherwise through experience and the approximate lead-time. This will be ideal as we will not have to change our flight ticket.

No - you cannot apply for a PRTD in Canada. You must wait until you are outside of Canada to apply.

Yes - you can change your flights to Buffalo and enter Canada through the land border. I would allow at least one week for the processing of the PRTD - although it's possible it could take longer.
