Is it enough if spouse applies for PR?

Hi Guys,
Is it enough if my spouse applies for PR so me and my son can travel on dependent visa with open work permit for me?
I would like to know if my spouse and me (both) applying for PR is the best way to move to canada?
Should I be also taking IELTS and undergo WES ?
Any help would be great. Thanks
