Is it compulsory to land as mentioned in COPR

I need your input regarding first landing, is it compulsory to do the first landing as mentioned in COPR like Prov. Ontario and city is London , But I would like to book tickets for Toronto ..

I am not landing to different prov. but different city. My COPR is mentioned city of destination is London .
