Is an International student with OWP a foreign worker?

Hi guys,
I tried very hard to find the definition of foreign worker but didn't get any luck.

The situation is :
1. One of my friend just finished his college courses and got OWP last year.
2. He is trying to go through NSNP program at the end of this year.
3. He has worked in a restaurant in NS for almost a year.
4. Employer needs to provide NSNP 200 form.
5. On page 3 there are one items:
a. Employer's registration for the purpose of hiring foreign workers

The question is:
Does his employer need to provide this registration?

You really seem to be over-thinking this. He is foreign and he has a work permit, therefore he is a foreign worker.
