is accommodation a visa requirement?

Hi,
I have got a conditional offer letter from stoufville college. They are asking for:

1. Application Processing Fee - CAD $250

2. Courier Fee - CAD $65

3. Accommodation Arrangement Service Fee - CAD $100 (Optional)

My question is if I dont pay accommodation fee (which is optional above) would that have any effect on my visa application?
Is accommation letter a requirement of the chc for visa study permit application?

I recommend you to apply to another college , a public one is a must if you really want your visa approved, you still have time if you hurry ,most of the people that has applied to this college is still waiting for a response and several weeks have passed since the application submission.

Don't go for this college it is a private college i think so no off campus work permit and PGWP...........
